SHORT DESCRIPTION OF PROJECT

Burmeister & Partners was requested by the Permanent Secretary of the Ministry of Regional & Local Government & Housing to assist with a Management Assessment of Katutura Single Quarters Project in accordance with the tasks set out in the Terms of Reference.

The need for an assessment was brought about by the slow progress on the project, the high cost of the project to date when compared to the estimates and the lack of communication or lack of information and progress reports.

Burmeister & Partners had interviews with a number of people from various organisations that were involved in the project to determine a starting point for the assessment. Further information was then requested to follow up on statements and analyse and verify available data.

Site visits and inspections were also undertaken to become familiar with the project and to gain a first hand knowledge about the progress and quality of work and practical problems experienced on site.
